INCENTIVES FOR RESPONDENTS
Notice on personal data processing
The State Data Agency (hereinafter referred to as "the Agency") provides incentives for respondents participating in statistical surveys on a voluntary basis. The letter sent to the respondent regarding participation in the statistical survey contains information about the possibility, upon giving consent regarding incentives, to win a prize with the Agency's logo if the respondent completes and submits the statistical questionnaire in the electronic system for receiving and processing data from population statistical surveys e. Statistika gyventojams in accordance with the established procedure and deadlines. Each month, randomly selected respondents will receive prizes.
Who is the controller of respondents' personal data?
The Agency is the controller of the respondents' personal data. It organises the incentives for the respondents to encourage participation in statistical surveys and manages respondents' personal data required for this purpose.
What personal data of respondents are processed?
Upon receiving the respondent's consent, the information that the respondent agrees on incentives is retained, and the following data of the respondent are also processed: name, surname, address provided by the respondent to which the prize should be sent or telephone number to contact the respondent regarding the prize when the respondent chooses to collect the prize at the Agency.
For what purposes are respondents' data processed and what is the legal basis for this processing?
The Agency processes respondents' data in order to provide incentives for the respondents participating in statistical surveys on a voluntary basis.
The processing of personal data is based on the consent given by the respondents as data subjects, as provided for in Article 6(1)(a) of Regulation (EU) 2016/679 of the European Parliament and of the Council of 27 April 2016 on the protection of natural persons with regard to the processing of personal data and on the free movement of such data, and repealing Directive 95/46/EC (General Data Protection Regulation).
How are respondents' personal data processed?
The information that the respondent has consented on incentives is retained. The respondent's name, surname and address are used to select the respondents who will receive the prizes. These data are also used together with the address specified by the respondent for sending the prize or phone number to contact the respondent regarding the prize when the respondent chooses to collect the prize at the Agency.
Access to respondents' personal data related to incentives shall be granted only to those employees of the Agency who organise the incentives for respondents.
Respondents' personal data shall be processed only for the purposes of providing incentives for the respondents and shall not be used for other activities. These data will not be made public or transferred to third parties (with the exception of the parcel delivery company which will deliver the prize to the address provided by the respondent).
How long are respondents' personal data stored?
Respondents' personal data are stored together with other data provided by the respondent for the relevant statistical survey. The storage period for the statistical survey data is laid down in the Regulations of the State Data Governance Information System, which are publicly available in the Register of Legal Acts.
What are the rights of respondents and how can they be implemented?
Respondent can contact the Agency to exercise his/her rights as a data subject:
- The right to receive information about the processing of personal data;
- The right to access personal data;
- The right to have personal data corrected;
- The right to have personal data erased (‘the right to be forgotten');
- The right to restrict the processing of personal data.
The respondent may withdraw his/her consent at any time by submitting a free-form request to the Survey Organisation Division by e-mail apklausos@stat.gov.lt. Withdrawal of consent will result in the suspension of the respondent's participation in the incentives and the cancellation of the opportunity to receive the prize. Withdrawal or withholding of consent will have no effect on other rights of the respondent.
If the respondent considers that the Agency violates his/her rights as a data subject, he/she may appeal against the Agency's decisions, actions or omissions to the State Data Protection Inspectorate or to the Vilnius Regional Administrative Court.
The procedure for exercising the above-mentioned rights is set out in the rules on the implementation of the data subject's rights, published on the Agency's website at www.stat.gov.lt (in the section "Personal data protection").
Please be informed that the monitoring and supervision of the implementation of and compliance with the personal data protection requirements within the Agency is the responsibility of the Data Protection Officer appointed by order of the Director General of the Agency.
