  • Household Budget survey

    Survey description

The objective of the survey is to prepare and publish statistical information about household consumption expenditure and its structure, housing conditions in various household groups by place of residence, main source and size of income, household composition, educational attainment and age of the household head. The structure of consumption expenditure is required for calculation of macroeconomic indicators.

The Household Budget Survey is carried out in all EU member states.

In Lithuania, the Household Budget Survey was carried out since 1952. According to the new programme, the survey has been carried out since 1996. Before 2008, the survey was conducted annually, and subsequently – periodically every several years.

    Survey type and coverage

It is an annual survey, conducted using a sampling method.

The population of the survey covers all private households in Lithuania.

The survey sample unit is a private household. Persons are sampled from the Population Register database and households where the sampled persons live are surveyed. Persons living in institutional households (care homes, imprisonment institutions, monasteries, convents, seminaries, etc.) are not surveyed.

A simple random sample of 9 thousand households is created based on the Population Register data. Persons are sampled and subsequently all persons living at the address of the sampled person are included into the anticipatory list of sample items. If several households are living at the sampled address, only members of the household of the sampled person are left in the sample list. If the sampled household is not living at the provided address, the members of the other household living at the address of the sampled household are included into the sample.

    Survey process

The interviewers arrive to the sampled households to interview them by applying direct interviewing method.

Data are inputted during the interview by filling in an electronic questionnaire. If due to any reason the interviewers fail to carry out an interview by using a computer, they fill in the questionnaire in a paper form. The members of the sampled household are filling in the household expenditure diary for 14 days. In the expenditure diary, a household records all expenditure on both food and other goods and services.

Annual statistical questionnaire (NŪB-01) and its Annex Household Expenditure Diary (NŪB-01-1p) are used for the collection of data.

    Dissemination of information

A news release on the average consumption expenditure is published not later than on the 115th day after the end of the survey period.

Information is provided in the statistical publications: Household Budgets, Statistical Yearbook of Lithuania, etc.
